Viluppuram Territorial Division
Villupuram Territorial Division is one of the oldest territorial divisions in Tamil Nadu formed during 1957, forms part of Villupuram and Cuddalore Districts.
This Division is attached with the Conservator of Forests, Dharmapuri circle, Dharmapuri. For administrative convenience, the Villupuram Division has been divided into Nine Forest Ranges as detailed below:

Total area comes under Villupuram Forest Division is 48703.13 ha. Out of this 24017.24 ha. has been leased out to TAFCORN. Out of the balance of 24685.89 ha. 20707.92 ha. falling under Villupuram District and 3977.97 ha. falling under Cuddalore District. Villupuram Forest Division consists of 26 Reserved Forests areas out of which tribal are living in Pitchavaram and Killai R.Fs.
Activities:The main activities of this Division are the Protection and Preservation of the existing Natural Reserved Forests and Wild animals such as Spotted Deer, Antelope, Sloth bear etc., and the development of the degraded forests. This Division is implementing various forests acts to protect the Reserved Forests and Reserved Land.
Forest Types:These Forests are lies between 11 8 latitudes and 78 38 longitudes. The topography of the Forests varies from Plains with gentle slope.
The forests of this division are divided into three regions from the points of view of topography, soil conditions and flora. They are : -
The coastal regions -- containing the casuarinas plantations, sand dunes, the mangroves and scrub jungle. The whole of Pitchavaram, Pitchavaram extension and Killai Reserved Forests and the Porto Novo and Ariyakosti URL.
The lateritic region -- containing the extensive cashew plantation and the dry evergreen forest Kangiruppum Bit I and II, Velangulam, Ammeri, Narimanam, Semakottai and Extension, Kallamedu and Kuttady Reserved Forests.
The inland plains region containing the eucalyptus and miscellaneous fuel plantations and the thorny scrub jungles Alwarmalai, Varanjaram, Porasakurichi, Magarur, Kattumailur, Nangur, Krishnapuram, Thottapadi, Kottalamalai, Melpalangur, Mallapuram and Poosapadi Reserved Forests and Pandur, Sirupakkam, Kattayanallur, Kuttakudi URL.

Tamil Nadu Afforestation Project Tamilnadu Afforestation Project is started with the aid of Japan fund (Japan Bank for International Co-operation) from the year 1997-1998. Implementation of TAP in Villupuram Forest Division since 1997, aims at improving productivity of natural forests as well as agriculture through watershed development methods, biodiversity conservation in natural forests, involving of local people in these activities through JFM model and develops infrastructure and capacity development in these village communities as part of the whole unit watershed ecosystem.Sandy areas with sand dunes

Under this component 3 programme villages are identified in the Villupuram Division and work will be taken up on watershed basis following the Joint Forest Management concept. The watershed improvement will consist both planting and soil and moisture conservation work. The improvement treatment of each watershed will be done zone wise (eg. Lower, Middle, Upper and Buffer zone) based on the character of terrain and existing vegetation cover. The watershed on a holistic basis irrespective of ownership of land will be treated for effective action.
a. Lower Zone (90 Ha. /Village)The lower zone will be planted with the species to meet the need of the village community and also for Long-term benefits. 500 Seedlings / Ha. are to be planted in this zone in addition to soil and moisture conservation measures like gully plugging check dams, contour trenches, vegetative barriers. 450 numbers of seedlings of miscellaneous species will be planted which can meet the need of the local villagers for fruit, fodder, fuel wood and green leaf manure. Some of the miscellaneous species like Illupai, Jack, Naval, Cashew, Sitha, Nelli, Neem, Poovarasu, Sissu, Mungil, Achan, Vagai, Usil etc. will be planted in this zone. The choice of species will be decided after consulting the local people. The ratio of financial allocation per ha. for planting work and soil moisture conservation measures in Lower Zone should be 65 : 35
b. Middle Zone ( 80 Ha. / Village):
In middle zone (assets creating zone) species to meet the long term needs of the village community, will be planted. Usually fruit bearing and small timber etc., will be planted here. 300 Seedlings / Ha are to be planted in this zone in addition to soil and moisture conservation measures like gully plugging, Check dams, Contour trenches, Vegetative barriers. 250 number of seedlings of miscellaneous species like Bamboo, Illupai, Naval, Nelli, Sissu, Vagai, Achan, Poovarasu etc., will be planted here for the remaining 25 good quality tamarind Seedlings and 25 vegetative propagated cuttings are to be planted in this asset creating zone. The ratio of financial allocation per Ha. for planting work and soil moisture conservation measures in middle zone should be 55 : 45 respectively.
c. Upper Zone ( 80 ha / Village ):
The upper zone will be known as shown as zone of eco - restoration. The existing natural growth of this area will be totally protected as such and the genetic bio-diversity will be enhanced by planting the pioneering species available in this area 100 seedlings / ha of miscellaneous species available in this zone will be planted in addition to soil and moisture conservation measures like gully plugging, Check dams, Contour trenches, Vegetative barriers. The ratio of financial allocation per ha. for planting work and soil moisture conservation measures in upper zone should be 35 : 65 respectively.
Buffer zone activities in Programme villages:
This zone comprises both the patta lands and community poromboke waste lands falling within 2-3 km. radius of forest boundary selected to be treated under Tamil Nadu Afforestation Project (TAP) Soil and moisture conservation works and planting along the field bunds will be taken up based on the demand of the local villagers as planned in micro plan. Activities for the forest department, communities and other developmental activities in the programme villages should be done in an integrated manner with the involvement of all other sister departments and Local NGOs. Asset creating works, which are of priorities and identified in consultation with Village Forest Council can be included in the micro plan before execution.
TAP introduced in 1997, is a step towards assigning an effective role to local communities in managing the forest resources. TAP aims at organizing and adequately empowering local communities in this direction. Under this zone the following activities are carried out.

The Tamilnadu Afforestation Project was implemented from 1997-98 in tune with the concept of Joint Forest Management system. The degraded forests were regenerated with the willing support of the masses inhabiting the adjacent villages. The demands of the villagers could not be fully met with the allocation of funds under the TAP scheme only. The involvement of other departments is also required to provide the maximum benefits to the villagers.
The Tamilnadu Government has constituted District Level Committee on Joint Forest Management as per G.O.Ns.No.166 E&F (FR VI) department dated 11.6.98. This committee will have a meeting once in 3 months, with the line department, and at the time the villagers needs are being discussed. The line departments also concentrate their activities in these TAP villages. Some of the activities proposed with the Line Department are given below:

For forming of Kazhuveli Birds Sanctuary over an area of 4722.2.05 Ha at Kazhuveli Tank in Vanur & Tindivanam Taluks was notified as Reserve Land under Tamil Nadu Forest act 1882 of section 26 in Villupuram District Gazette dated 16.04.2001.
To declare the above area as Kazhuveli Bird Sanctuary, under section 18(1) of The Wild life Protection Act 1972 is under preparation. It will be rooted through the District Collector, Villupuram for onward transmission through the proper channel to the Tamilnadu Government for notification.

a) Location:
Kazhuveli Tank (Swamp) is in Tindivanam Taluk of Villupuram District. The entire Kazhuveli Tank (Swamp) lies west of Pondichery to Chennai, East Coast Road. The tank is in between 790 45 to 790 55 longitude and in between 120 to 120 10 Latitude. The tank lies adjacent to Bay of Bengal along the East Coast. The Tank is partly in Marakanam and in Vanur Panchayat Unions of Villupuram District. The bottom most of this tank starts in Kellpudupattu Village, which is about 5 to 6 kilometres from Pondicherry and it extends to Marakanam Village.
(b) Configuration of the Land:
The major portions of this Tank (Swamp) spread over about 15 villages in Tindivanam Taluk as follows:
1. Anumandai , 2. Seyyankuppam, 3. Chettikuppam, 4. Koonimedu, 5. Keelpudupattu, 6. Koluvari, 7.Kaluperumpakkam, 8. Vilvanatham, 9. Anpakkam, 10. Idaicheri, 11. Uppuvelur, 12. Karattai, 13.Devannandal, 14. Kilapakkam and 15. Nadukuppam.
The approximate area of Kazhuveli Tank (Swamp) is about 47 square kilometres. The bottom most of the tank is one kilometre west of Bay of Bengal near Keelpudupattu village and at the top it is about three kilometres from Bay of Bengal. The entire tank is in plains. The soil is sandy having small percentage of clay and humus. The area is not having any good vegetation because of the soil factor. The Tank (Swamp) is lying as a waste land for decades together.
The Kazhuveli Tank (Swamp) is adjoining Bay of Bengal and therefore the climate is moist and damp without the extremes of heat and cold. The climate according to Bangnouls and Gaussan " belongs the 37th Medium tropical transitional bioclimatic." This tank gets its maximum rainwater during the period from July to January every year. The average rainfall in this area is about 1200 mm as per the rainguage data at Marakkanam. In addition to this Rainwater the Kazhuveli Tank receives the sea backwaters from "Vedayanthittu Kazhuveli", which is in the North of Kazhuveli tank. Vedayanthittu Kazhuveli is also a big tank adjacent to Bay of Bengal. The Kazhuveli tank (Swamp) gets the drainage waters from the nearby agricultural lands during the season. The tank will have full water for about six months in a year. The water will begin to reduce from February and March every year till the winter season. The Tank is also having number of feeding channels.
Kazhuveli is an old mangrove forest, which has been degraded over a period, of time. There are extensive sedges and grasses in the non-estuarine portion and the aquatic reeds also are seen.
Prosophis juliflora, Barringtonia, Acacia nilotica are the main species found in the flatter areas. In the estuarine area Avicennia marina, Suaveda monica is found.
Mangrove forests are endangered all over the world. Declaration of the area as Birds Sanctuary will help in conservation of this rare fragile ecosystem.
(e) FAUNA:
An important aspect for which it is sought to be declared as birds sanctuary is the wide variety of migratory waterfowls. Some 71 species of waterfowls are sighted in this area, including 13 species of Anatudal and 30 species of shorebirds. The area holds around 30,000 ducks in winter, 20,000 - 40,000 shorebirds and 20,000 - 50,000 terns during winter.
In March and April as the water level recedes, the lagoon attracts pelicans, herons, egrets, storks and ibises.
A list of avifauna recorded by Honorary Wildlife Warden of Villupuram District Dr. Rauf Ali regarding the faunal composition of Kazhuveli is enclosed herewith.
The area also serves as an important Corridor for the migratory birds which move to Point Calimere during winter. Every year during the months of October to February large congregations of water birds can be seen in thousands in this swamp. Since the swamp is adjacent to Bay of Bengal, large number of birds from foreign countries are coming and staying here in the winter as a refugee place. The conditions and climate prevailing in winter season in this swamp are highly suitable to the migratory birds from the foreign countries. Declaration of the area as bird sanctuary will prevent poaching and destruction of habitat of these migratory birds.
The above swamp is on Pondicherry to Chennai East Coast Road ( ECR ). The length of this tank parallel to the Pondicherry - Chennai East Coast Road is for about 8 to 9 Kms. Large number of link roads is there to this tank from Pondicherry to Chennai East Coast Road. Private parties near the East Coast Road in between Pondy and Marakanam have constructed modern cottages. The local population and the tourists from various parts of country can have this swamp as a Tourist spot and picnic place.
